The purpose of this Aishihik Hydro site orientation is to provide workers with guidelines to work safely at the Yukon Energy Corporation (YEC) Aishihik Hydro Generating Station (AHGS).

ALL WORKERS are required to complete the YEC Health and Safety/Environmental orientations prior to starting work at YEC.

Personal protective equipment (PPE)

Minimum required PPE at AHGS is:

Safety headwear, Class E Type II;
Safety footwear;
Safety eyewear with side shields; and,
Hearing protection (as required).

Other PPE could include, but is not limited to:

Hi-visibility clothing;
Gloves;
Respirators;
Face shields;
Fall protection PPE; and/or,
High voltage PPE.

Emergency exits (Service building)
Service building

Main floor – There are 3 exits on the main floor:

Overhead shop door (if open);
Main plant entry doors (adjacent to overhead door); and,
Emergency diesel room door.

Second floor – There are 3 exits from the second floor:

Down stairs to the main floor exits;
Exit through the annex to the northwest door; and,
Exit through the annex to the substation (north) door.

Muster point (Service building only)

The muster point for the Service Building is the main entry gate.
If wildlife in the area of (east) main site gate, use the alternate muster point at west gate (adjacent to house/garage).

Powerhouse main floor -
For a general plant emergency or plant flood only, ascend to the Service Building by elevator and use the main floor exits.
In a fire/smoke emergency, ascend to the surge chamber using the ladder adjacent to the elevator. Inform SCC that you are in the surge chamber and prepare to evacuate via the tailrace tunnel (covered later in this orientation).

Emergency exits (powerhouse levels)

Turbine floor -
There are 2 routes to the powerhouse floor:

Ascend stairs adjacent to Aishihik Hydro unit 2 (AH2) to powerhouse main floor; or,
Ascend ladder adjacent to Aishihik Hydro unit 1 (AH1) to powerhouse main floor.

Exit powerhouse floor based on emergency.

In a smoke/fire emergency, ascend to the surge chamber using the ladder adjacent to the elevator. Inform YEC System Control Center (SCC) that you are in the surge chamber and prepare to evacuate via the tailrace tunnel (covered later in this orientation).

Emergency exits (powerhouse levels)

Turbine inlet valve (TIV) and sump floor
There is 1 exit to the turbine floor.

Ascend the stairs to the turbine floor;
Exit the turbine floor using one of the two exits described previously.

Exit from powerhouse floor based on emergency.

In a fire/smoke emergency, ascend to the surge chamber using the ladder adjacent to the elevator. Inform YEC SCC that you are in the surge chamber and prepare to evacuate via the tailrace tunnel (covered later in this orientation).

Aishihik Hydro unit 3 (AH3) turbine floor
There is 1 exit from the AH3 turbine floor:

Ascend the stairs to the generator floor; exit from generator floor based on emergency.

In a fire/smoke emergency, ascend to the surge chamber using the ladder adjacent to the elevator. Inform YEC SCC that you are in the surge chamber and prepare to evacuate through the tailrace (covered later in this orientation).

Emergency exits (surge chamber level)

DO NOT USE ELEVATOR IN A FIRE OR SMOKE EMERGENCY.

There are 2 emergency exits from the surge chamber:

Ascend to the Service Building by elevator and use the main floor exits.
Ascend to the Service Building by ladder and use the main floor exits.

Use these exits for a general emergency or plant flood only.

In a fire/smoke emergency, inform SCC that you are in the surge chamber and prepare to evacuate via the tailrace tunnel (covered later in this orientation).

Emergency exits (via tailrace tunnel)

Evacuation via the tailrace tunnel instructions is available in 2 formats:

Safe Job Procedure (SJP) – Aishihik, AH0 surge chamber rescue raft.

If you have exited to the surge chamber in an emergency:

Notify YEC SCC that you are in the surge chamber.
Notify YEC SCC if evacuation via tailrace is required. SCC will deploy resources to retrieve personnel at the tailrace exit.
Water depth in the tunnel varies and the raft may have to be pulled through some shallow areas.
Keep the rope attached to the raft in hand.
Take refuge in the emergency shelter (sea-can) until resources arrive.
Note – combination for shelter lock is 1966.

Fire safety - Fire extinguisher locations

Portable fire extinguishers are located throughout the Aishihik facility.
For your work area(s), locate the nearest fire extinguisher.

DO NOT use a fire extinguisher unless you are trained to do so; and, the fire can be contained with a portable fire extinguisher.

Fire safety – Fire alarm

There is a fire alarm system in the service building only.
Locate the fire alarm pull station in your work area(s).

Fire safety – Fire or smoke (Service building)

System Control Center (SCC); 867-393-5355; or, 867-393-5324 (recorded lines)

Activate the fire alarm and immediately evacuate the service building area(s) and proceed to the muster point.
Inform the SCC that there is fire/smoke in the Service Building.
If trained to use a fire extinguisher, and it is safe to do so, attempt to extinguish the fire.
If there are workers in the powerhouse, inform the SCC; number of workers and names if available.
Contact the powerhouse workers and:

inform them that there is a fire/smoke emergency in the service building; and,
prepare to evacuate to the surge chamber

Notes

call powerhouse from staff house; or,
have SCC call the powerhouse.

Fire safety – Fire or smoke (Powerhouse levels)

DO NOT USE ELEVATOR IN A FIRE OR SMOKE EMERGENCY.

Immediately evacuate to the surge chamber level.
All workers should pick up a self-contained self-rescue (SCSR) breather on route to the surge chamber.
Note – there are 6 SCSRs at the surge chamber level; in tubs immediately outside the surge chamber.
Drinking water, blankets, PFDs, flashlights and a first aid kit are stored in tubs immediately outside the surge chamber.
Contact SCC; give them the number and names of workers at the surge chamber.
If trained to use a fire extinguisher, and it is safe to do so, attempt to extinguish the fire.
Do not descend from the service building to the powerhouse to attempt to extinguish a fire.
Evacuation from the surge chamber through the tailrace should only be attempted once all hydro units have been shut down.
If exiting via tailrace, inform the SCC.

First aid

First aid kits are located throughout the Aishihik facility.
For your work area(s), locate the nearest first aid kit.
Eyewash bottles are located with the first aid kits.

First aid attendant requirements

A medical first responder (MFR), or equivalent advanced first aid attendant, is required at Aishihik when there are more than 9 workers at the Aishihik Hydro site.
The designated MFR must not undertake activities that will interfere with the attendant’s ability to receive and respond to a request for first aid.

Telephones

Telephones are located throughout the Aishihik facility.

Elevator - general use

DO NOT USE ELEVATOR IN A FIRE OR SMOKE EMERGENCY.

The elevator may be used to move personnel, tools, and materials between levels.

DO NOT exceed the elevator maximum weight; 1144 kg/2522 lbs/1.26 tons.
DO NOT exceed the elevator maximum occupancy.
DO NOT open the exit hatch for any reason; unless exiting the elevator is required due to inoperability or an emergency.
The elevator returns to the service building automatically.

Elevator – emergency exit

DO NOT USE ELEVATOR IN A FIRE OR SMOKE EMERGENCY.

If the elevator becomes inoperable between levels, use the telephone to contact:

SCC; or,
Aishihik Plant Operator.

Inform SCC/Plant Operator how many workers are in the elevator; and, their condition.
The SCC/Plant Operator may be required to contact other emergency agencies to respond.
The worker(s) at Aishihik will evaluate the situation and determine the appropriate evacuation and rescue plan.
If the decision is made to evacuate the elevator car, follow the steps in the YEC Safe Job Procedure (SJP); Aishihik – Elevator (Emergency) Exit.

Self-contained self-rescue breather (SCSR)

SCSRs are located throughout the Aishihik facility.

The SCSR is a closed-circuit breathing apparatus using compressed oxygen as a source rather than generating oxygen from chemicals.
The oxygen delivery system allows the user to inhale immediately from the device when donned and provides up to 100 liters of oxygen flow during high work rates. Manual adjustment of the oxygen valve will provide a user at rest up to 8 hours of respiratory protection.

All workers are required to review and understand the YEC Safe Job Procedure; Aishihik – Ocenco Self-Contained Self Rescuer (SCSR)

Plant flood (powerhouse levels)

Proceed to the elevator and ascend to the service building.
Notify SCC phone in elevator or surge chamber.
Wait in the service building or surge chamber for further instruction.

Surge chamber emergency supplies

The following supplies are stored in containers at the entry to the surge chamber:
- SCSRs (6); in 2 separate containers;
- Drinking water;
- Blankets;
- PFDs;
- Flashlights;
- First aid kit; and,
- Survival kits (2).
Take the containers to the surge chamber when evacuating.

Yes

Substation (S167) entry

General substation requirements

Only trained and authorized workers can enter the substation.
Contact YEC H&S department for more details regarding training requirements.
All workers require a documented substation orientation for S167, by a qualified YEC designate.
Permission from System Control Center (SCC) is required to enter substation S167.
All workers are required to:
- Check in/out with the SCC Operator-in-charge (OIC).
- Complete or participate in a JSA/Tailboard.
- Wear the minimum required PPE.
- Wear the minimum required PPE for substation entry.
- Wear other PPE as required/identified in safety plan.
